The line is 20:40. A birth at 19:55 that evening is an Earth Rabbit; a birth at 21:10 is a Metal Dragon. For a boundary this late in the day, almost the entire date belongs to the Rabbit, so the year number alone settles nothing for 4 February births.
Is a January 2000 baby a millennium Dragon?
In chart terms, no. Every birth from 1 January 2000 up to 20:39 on 4 February carries the Earth Rabbit pillar. The millennium branding and the sexagenary cycle simply measure different things, and Ba Zi follows the cycle.
